Harmless Halloween decor or something more?

Residents in a Phoenix neighborhood say they were alarmed to see their neighbor's display featuring four bloodied sheets hanging from a tree with nooses around the necks.

One woman said she's offended by the decorations and feels they are extremely inappropriate.

"My most generous assessment is that it is a defiant, very racist act to make people feel unwelcome in this community, and it's heartbreaking," neighbor Amanda Gilmore said.

Phoenix-based KNXV spoke to the homeowner, who said the decorations were simply up for a Halloween party and he did not anticipate the reactions from his neighbors. He took down the display after hearing the objections.
